The fake site used in scam is a spoof of the Federal Communications Commission.

The fraudulent domain name officedepmt.org shows no content and is used only for the email address.

The "commercial bank in the United States of American" claims to be Hillmark Pacific Bank.

A previous instance of the same fake bank was active at hillmarkpacific.com and it is now suspended.

From the fake website:
