SOME of us see what we want to see and fraudsters know that -- structuring scams to exploit our dreams of romance or wealth.

For Fiona, the hook was a lovely new home.

Having moved to Newcastle for a career change, Fiona placed a room-wanted ad online. She received an email from "Constance Sinclair", a NZ-born Christian offering a beautiful, affordable unit. Getting this place would complete a new life.

The scammer had his prey.

Twice since 2008 the ACCC has put this fraud on its ScamWatch Radar, most recently in 2010. Deputy commissioner Michael Schaper this week said it had again become the No.1 rort.

Constance provided pictures inside and outside an apartment plus "proof" of identity - the photo page from a passport. She also provided an elaborate story.

"She told me she couldn't give me the key because she was in London for training," said Fiona, who out of embarrassment asked that we only use her first name. "That should have set off an alarm bell for me."

It didn't, partly because Constance said her solicitor would provide the key once the bond was paid and lease signed, and partly because Fiona's hopes had been raised higher than her suspicions. So she paid and signed. Then two weeks ago, when she went to collect the keys at the building's reception, her fears were realised.

"There was no reception," Fiona said. The solicitor didn't exist, either.

If you're inclined to condemn Fiona for not insisting on an inspection, or for not speaking with "Constance" or the solicitor, know this -- 22 per cent of people targeted by this scam lost money. Since 2009 it has netted $430,000, Mr Schaper said. The average loss is $1600. Fiona lost $1000.

While police and the ACCC have been alerted, Fiona's money is gone - the payment method was Western Union. Mr Schaper said: "Sending money by wire is a classic sign of a scam."

And the website can't be pursued. It's overseas.

Fiona said: "People need to know that these scammers are out there."
