The victim met the scammer in Skype where the record was made. After that the scammer asked for money, if the victim dont want to see the video sent to his Facebook friends. The victim remember that the image used on webcam was a lady with blonde hair...

Google can be your best friend;use it if you have doubts about someone met online. If someone met online only asks for money, no matter what reason, it´s 100% scam.
