I contacted the Microsoft live chat agent and asked them for their help.
The said account was blocked but unfortunately the instagram id is still
running and the number of 'her' followers are increasing.

prevent someone else from being scammed.:
The instagram account is still running with increasing number of
followers every day. Please see the account, it is a of an attractive woman
saying to be from South Korea, but instead the account belongs to person in
Philippines. leahcoe_1026 I have reported it for a dozen times now but it
still isn't going down, you should definitely do something about it ASAP
because people are still getting trapped.
