It does not help victims to close scammer profiles, unless they are impostor accounts of the victim, or victim video accounts..
DO NOT report any account to the providers for closing. It ruins the warning posts here, and does not hurt the scammers.

Is that a statement about the scammer's phone number? If so, it is not a cell phone, but a redirected number that forwards to the scammer's phone in another country.
