If we report this abuse enough to Skype and Facebook, they should be able to take action and bring this person to justice. I strongly suggest we band together and force the authorities in Philippines to act.

Reporting the profile to Skype is a bad idea - read, please, this topic here: viewtopic.php?f=20&t=66948 to understand why.

Sure, you can try to contact the police. But... the scammer use stolen pictures and fake names, operating from Internet cafes or using mobile phones. You are in one country, the scammer in another one and no police has jurisdiction overseas. For this reason, the scammer is almost impossible to be found. Everything he create is a fake. The only real part in this entire situation is you. Best thing to do is to learn to protect yourself, because no one can do it for you. Even minimizing the damages after one bad incident is a way to learn that online you are alone and you need to be ready for the price you need to pay for every risk you want to take.

The victim met the scammer on Facebook. "She" claims "she" is 20, from US, but in holiday in Singapore, after graduated the senior year in Uni . The conversation moved on Skype, where the record was made. The video was posted on youtube. The victim pad 5000$. After that the scammer returned, asking for another 3000...
