Posted on behalf of the victim:

This company (Papillons Haven) is a complete scam. The name
that the woman used for this was Jacqueline Thomas saying she was in
Asheville, NC. The number associated with the woman was (252) 671-6243
or 252-216-4477. Address associated with the scam is 202 Hansel Ave,
Asheville, NC 22806. sbvpuppies@gmail.com is the email address. My mom
was trying to buy a puppy from them and they originally asked for $500
for the dog + $200 for shipping and asked to be sent through Zelle.
They were going to be shipping the puppy through Pet Express Flyers,
wouldn't give her flight information until the day of and they only
gave her a time (no other info), then asked for $950 more for shipping
+ life insurance + etc before they would ship the dog. After my mom
told me this I did some research into it and found that the website
they are using (www. papillonshaven.com) has a domain name that has
only been active for about 20 days. When you are on their website the
buttons that correspond to Instagram, Facebook, etc do not link to ANYTHING.
We will be disputing the transaction with the bank. This is absolutely disgusting that
people would prey on animal lovers like this. Can anything be done to
contact the police or any kind of authorities? Sick, sick people and
con artists. Please make sure before you buy a dog through the
internet you ask to video chat with the owners, get the vet paperwork
or AKC paperwork, have a contract, etc. We emailed this person to say
we will not be sending any more money until we video chat with them
today with the dog & see the paperwork and they said that the dog is
already spoken for now and in Charlotte - an obvious scam.

The fraudsters claims to be a breeder named Papillons Haven, using a fake website active from the domain name papillonshaven.com.

From the fake website:

We are a small family-owned operated kennel that offers healthy. Our prime mission is to breed jovial and cute Papillons puppies for your loving homes. We have been into the Papillons breed for many years now, we are a trust-filled family for pets adoption.

The only contact mentioned on the fake website is the email address sbvpuppies@gmail.com.

The same fake courier was used with yet another fake breeder, using the same location and phone number as Papillons Haven. The only difference is that this time the dogs offered were Saint Bernard's. According to one of their victims:

I tried to buy a puppy from them. It was supposed to be delivered here today March 5th by “Express Pet Flyers”. Of course no puppy has arrived and they no longer will answer.
