The fake site claims to be Banco De Valencia. The real Bank of Valencia was founded in 1900 and is no longer active. The bank was taken over by the Spanish government. Despite no longer being active since 2011, 7 years later the bank is being spoofed and used in online fraud. A simple check in Google would find the entire history of the former bank -

The fake site is used in romance scams. Fake profiles impersonating wealthy business people or American Generals, are showing their victims their bank account on the fake bank as a proof they will repay the money they are asking their victims to send. The bank is fake, the accounts are fake as well - the only real thing is the money the victims will lose while believing the scammers lies.
