The registrant used the privacy protection given by the Registrar to hide his real identity and location when he renewed his fake site for another year. Before that, he had no problem to expose those details, maybe because it was the same stolen identity he previously used and not his:

The fake site claims to be Provincial Bank of London.

The London and Provincial Bank, originally known as the Provincial Banking Corporation, was established in 1864. In 1917 it merged with the London and South Western, to form the London, Provincial and South Western Bank, which was acquired by Barclays Bank in 1918 - see https://www.archive.barclays.com/items/show/5271. The name Provincial Bank of London is no longer used.

The content of the site is stolen from Hong Kong and Shanghai Banking Corporation.

The image of the "bank" from the fake site belongs to a 3rd bank, active in USA.

Mixing a no longer active bank name with content from another active bank, and a stolen image of yet another active bank, the fraudster just created a new fake entity meant to defraud victims online. For registering the domain name, the fraudster used the same stolen identity of the person he used in some of the above reported cases.
