she sent that was a landline
There are different tracers out there, and some marked "landline" may not actually be hardwired and dedicated old-style telco lines, but actually VOIP lines that can be redirected to anywhere in the world. It also could be a"Spoofed number."
UNICEF base
AS I have said before there are no UNICEF operations going on in States here. And the word, "base" is often used by Nigerians to describe relief operations sites in Africa. They also use the phrase "on base," and "here on ground."
was her director
"Director," instead of the term used in the USA which is manager is also indicative of a Nigerian or other West African scammer. That is the term they use over there. Blackmail scammers also will use "YouTube Director" to threaten victims to pay them.
I remember the man had a deep accent that was African sounding. Definitely not English.
Another big RED FLAG here.
After a few minutes.a woman timidly said my name and we talked. I heard other people in the background like men and women. But Sarah spoke broken English.
Just as I said before, they got one of their girlfriend's to talk, and she tried to disguise her voice, so she did not sound "African." She was probably handed a script of things to tell you.
Often scammers will scam together in groups, scamming others in the background, offering advice to other scammers, not realizing that the victims can hear the others. When questioned about it, they say they are in their "office."
We have called West African 419 scammers thousands of times, and quite a few times heard the other scammers in the room scamming other victims while on the line with the one we called. We have also had many scammers try to disguise their voices, some pretty good at it, some quite badly.

https://www.scamsurvivors.com/podcasts/Podcast #3 might be quite enlightening for you, as a West African scammer tried to justify why it is "Ok to scam people," after our fake characters are "almost scammed" by this guy.
His twisted views of religion are also typical of ALL West African scammers. I think you will find it quite shocking.
